Basenading is another solution. Honestly, I think basenaders who do it because of epic camp should be rewarded, not punished.

If you don’t want camping, go play another game. Unvanquished does a great job of disincentivizing camping while maintaining rather similar gameplay to Tremulous. CS:GO requires Terrorists to push the bomb sites, and the Counter-Terrorists who were at the other bomb site will have to re-take the bomb site where the bomb is planted. While I haven’t played it, I’ve also never heard any complaints about camping in Overwatch.
As for Tremulous, it’s impossible to fully remove the problem of camping when everything humans need is in their base. Humans don’t have permanent regeneration abilities (only a one-use medkit), they have limited ammo (for most guns), and they are weak unless in groups. If 2 people in a group of 3 die, the final person is naturally going to return to base. If a person had to use their medkit, they’re not going to keep pushing when they are risking losing their expensive guns and armor if they die. Especially when people like you, @Truck, frequently go Rant, it becomes difficult for humans to do anything but camp, because a single hit from a Rant means any human without a Battlesuit has to use their medkit and run back to base. Even if they try to leave their base, they are forced to return almost immediately, and thus they start going shorter and shorter distances away from their base. I firmly believe that there is nothing that can be done to make camping not happen in Tremulous without ruining all of the aspects that make it good; even in maps where camping is worse than rushing, people still camp.

Aliens are also much faster, their movement isn’t limited by stamina and they can’t get poisoned, so they can usually retreat very easily. Oh, and S3 human weapons are disproportionately difficult to use. Lucifer Cannon has to charge up before firing, fires slow missiles and can overcharge - it has to be one of the most awkward weapons I’ve ever seen in a first person shooter. On the other hand, Tyrant’s attack is hitscan and has stupidly wide and long range. I’m pretty sure you could teach a dog to use a Tyrant and wreck experienced players.
Its interesting that ppl say that Unvanquished is a camp-free-zone. I experience the opposite wich doesn’t mean its always that way. Same goes for Trem. If you want to do a campfest then you can do it.

Let me answer the question: Domination. There was a mod that cloned the Unreal Tournament game mode and it eliminated camping entirely. Of course, the problem was that it was too different from Tremulous.
I could see two styles working.
A possible alien extinction game mode where the humans must advance forward on an alien sub base each one destroyed the humans need to successfully move forward and build to advance themselves. Camping will ultimately be the end as giving leeway will stop the humans advancing and losing. A time limit for each zone if possible. Yeah, it could be a rather campy game for aliens but the further aliens push the humans, the more it can halt them there. Also I believe locking both teams to s2 Max would be ideal here.
A simple solution if you have issues with camping in tremulous is uninstalling tremulous and going camping irl - a fun, wholesome, and family-oriented activity
