Make it the last and the best base upgrade. It should:

• Take a long time to build (less but comparable to reactor’s).
• Add a significant self-repair capability to all structures.
• Make turrets a lot less shy.
• Tesla turrets should be available earlier and not depend on it.

Not bad, but why would we want to have the repair at least better than aliens automatic, let alone the only way aliens can heal structure is by waiting I think we need more features for that for them.
