We can now confirm that the rumors are indeed true. The feature that the Tremulous playerbase has been demanding for ages will be available in GrangerHub’s initial release of Tremulous 1.3, and that is Orange, as well as 7 other additional colors, will be a color option for text in the 1.3 new client.
Old clients, will not be able to see these new colors in their console on the new 1.3 servers, however, the traditional 8 colors on the old clients would still be compatible with this particular implementation.
The current chosen additional colors with their in-game escape sequence are as follows:

Fixing the bugs on the GPub server wouldn’t take much effort, and it would actually improve the gaming experience for the few people who actually still play this game, whereas colors won’t change jack shit.
Well, unless I’m mistaken, @MaeJong (who is not even a member of the dev team) spent like a day and fixed all of the bugs on his own because the lazy developers refused to spend even a minute of their time fixing the bugs on GrangerPub over an entire year.
As the colors have worked in the past, when you use numbers outside of the range, as well as letters, the sequence repeats. So in the old client ^8 would be black, and ^9 would be red, and that would still be the case with this implementation. In the new client, the color sequence also repeats again after the letter ‘o’ (letters ‘a’ through ‘i’ correspond to the same colors as numbers as 1 through 9 ). Most of the other printable characters would trigger the same color sequence as well.
What would be more preferential would be if you could specify custom colors with hexadecimal code, with the following format as an example:
^{RRGGBB}
However, that would not be compatable in the old clients’ consoles and would make things like executing admin commands very difficult. Such a color customization feature would be something to consider in a subsequent release after the initial 1.3 release when we see that the playerbase has fully transitioned to the new clients.

Actually it is only 8 new colors , also we have progressed a bit more over the past year beyond just this feature that I implemented last night after blowFish pointed me in the right direction.
